Indian Offshore offers unique challenges

The E & P in the Indian offshore is attractive for the seasoned players

“The Indian offshore market is not for the fainthearted,” stated a government official while referring to the challenges that have discouraged many international players in the E & P from bidding for blocks in the New Exploration Licensing Policy (NELP) VIII launched by the Indian Government for accelerating the pace of hydrocarbon exploration in the country. Fortunately, the four-day 2nd Annual Offshore Oil & Gas Summit held last week at Hyatt Regency, Mumbai turned out to be an excellent forum for players operating in the Indian offshore to focus on all these issues.   There was a general consensus that players in this sector can hardly expect things to be honky dory as several obstacles need to be surmounted right from the bidding stage. “For one thing,” said Dr V. K. Rao Sr. Executive of Reliance Natural Resources Ltd said, “Bidders get only three days to inspect the seismic survey reports provided by the government. If we wish to further examine the data we have to purchase the seismic data reports for as much as $ 22,000 a practice not followed anywhere else in the world. Even after buying this data there is much to be desired. To study, examine and analyze further involves procuring the necessary equipment and information.”     It was noted that there is no organized effort to collate and compute the available data obtained from other similar oil and gas fields. In fact many wanted an industry based program with a collaborative approach where E & P operators and service providers could come together and work in tandem for resolving the problems and come up with plans for technology transfer.   Talent shortage happened to be a perennial problem not just in India but globally. Capt Sandeep Kalia, Head of Fleet, Great Offshore cautioned that the industry needs to take this matter up seriously and ‘have a second line of defense.’ “Many senior engineers and top level executives are due for retirement and replacement is imperative,” he said. “Specialized training is found wanting globally in the offshore sector. We need to build a pool of talented people. We in our company have set up simulator training for offshore operations and are the first in the country to do so. ”   Dr. G. P. Karmakar, Professor in Petroleum Engineering, School of Petroleum pointed out that India produces 80,000 engineers annually but very few are ready to enter this sector even though there prospects and the salaries are good. J. T. Mahavar, Executive Director of Oil and natural Gas Corporation Ltd. (ONGC) informed that his company was facing difficulties in retaining talent. Being a government owned company they faced limitations in offering lucrative benefit packages.      Umesh Grover, Director (Technical & Offshore Services) Underscore some of the unique problems experienced in the Indian offshore. These included the lack of repairs and dry dock facilities in India, flight of Indian talent to foreign vessels as Indian seafarers working on Indian vessels get taxed while those working on foreign vessels are exempted. There is the mandatory requirement for frequent inspection of vessels prior to the monsoon despite the fact the administration is severely short of inspectors to under take the work. Besides there is also the requirement of security clearance by the Indian Navy for bringing in vessels and personnel operating on the offshore.
